Governing Board of ICSI RVO

The composition of the Governing Board is in line with Companies (Registered Valuers and Valuation) Rules, 2017. The Governing Board of ICSI RVO comprises of seven directors consisting of three Nominee Directors and four Independent Directors (IDs). The Independent Directors are from diversified fields of finance, law, education, corporate sector, management and valuation.


CS (Dr.) Shyam Agrawal,
(Chairman and Independent Director)

CS (Dr.) Shyam Agrawal is a Ph.D. (Law), LLM, LLB & FCS. A Practicing Company Secretary having experience of more than 10 years, he has held the posts of President and Vice-President of one of the most prestigious Institutions of the nation, The Institute of Companies Secretaries of India (ICSI). He made his presence felt across associations and organizations of the likes of the Ministry of Corporate Affairs, Ministry of Commerce and Industry, PHD Chambers of Commerce and Industry, ASSOCHAM, CII, NFCG, INSOL International, INSOL India, SEBI, Insolvency and Bankruptcy Board of India, Indian Banks’ Association, ICAI, Institute of Directors, etc. His noteworthy professional achievements include the fact that it is during his tenure-ship as President, ICSI that the ICSI marked its entry into the Guinness Book of World Records for conducting Largest Taxation Lesson. He also holds to his credit the honour of having held the position of International Secretary at the Company Secretaries International Association (CSIA).


Mr. Ashish Garg
(President, the ICSI and
Nominee Director)

CS Ashish Garg is a Fellow Member of the Institute of Companies Secretaries of India. He is a Post Graduate in Economics (M.A.) and Commerce (M.Com.) and Graduate in Law (L.LB.) from Vikram University, Ujjain. He was elected to the Central Council of the ICSI for the term 2015-2018 and re-elected for the term 2019-2022. He was the Chairman of Practicing Company Secretaries Committee of the ICSI for the year 2015-16. He was also the Chairman of Centre of Corporate Governance, Research and Training (CCGRT) for the year 2017. He was a member of the Cost Accounting Standards Board of the Institute of Cost Accountants of India for the year 2018. He was nominated as Director on the Board of ICSI Insolvency Professional Agency. He was the Chairman of Placement Committee, PMQ Committee and Direct Tax Code Committee of the ICSI for the year 2018.

CS Ashish Garg is highly passionate about the CS Profession. He was the Secretary and Vice Chairman of Indore Chapter of the ICSI in 2004 and 2005. He was the member of the Western India Regional Council of the ICSI for two terms i.e. from 2007 to 2014 and Secretary of WIRC in 2013 and 2014.

CS Ashish Garg has over 18 years of experience and specializes in Corporate Laws, organizational restructuring and corporate legal counseling to companies and appearances before Company Law Board. He has been a prominent speaker at various conferences and seminars in India and abroad. He has authored a number of Articles for magazines and newspapers.


CS Nagendra D. Rao
(Vice President, the ICSI and Nominee Director)

CS Nagendra D. Rao, a Fellow Member of the Institute of Company Secretaries of India (ICSI), is the Designated Partner and Founder of Nagendra D. Rao and Associates, LLP, a firm of Practising Company Secretaries based at Bengaluru. He holds a bachelor’s degree in Commerce and is also a Law graduate from University of Mumbai (erstwhile University of Bombay).

He possesses over 15 years of experience in Corporate Sector and specializes in Corporate and Securities Laws, Capital Markets Transactions, Business Planning, Mergers & Acquisitions, Financial Restructuring, Strategic Investment, Funds Planning & Arrangement etc. Prior to setting up his whole-time practice, he has also worked in multinational companies like Godrej Foods Limited, Indo Nissin Foods Limited, & Sobha Limited and was responsible for legal and secretarial functions.

Mr. Nagendra D. Rao is a member of the Council of the ICSI for the term 2019-2022, and has been elected as the Vice President for the year 2020. He has been associated with the ICSI for several years now. He was elected to the Southern India Regional Council for two terms viz., 2011-2014 & 2015-2018 and has served as Chairman for the year 2015. Prior to that he was elected to the Managing Committee of the Bengaluru Chapter of the ICSI for the period 2007-2010 and was elevated as Chairman during the year 2009.

As recognition for his outstanding services rendered in the field of education, Mr. Nagendra D.Rao was recently conferred the title “VIDYA VIKAS” by Dr. D.G. Shetty Educational Society (R), Dharwad, Karnataka. Mr. Nagendra D. Rao was a member of the Central Taxes, Corporate Laws & GST Committee of the Federation of Karnataka Chambers of Commerce & Industry for the year 2018-19. He was a member of the Corporate Affairs and Taxation Committee of the Bangalore Chamber of Industry & Commerce during the period 2000 – 2004. He is a widely acclaimed resource person for various seminars organised by prominent educational institutions and has also addressed various conclaves and summits organsised by ICSI for its members and students.


CS Ashok Kumar Dixit (Officiating Secretary, the ICSI and Nominee Director)

Mr. Ashok Kumar Dixit is a Fellow Member of the ICSI. He is a Commerce Graduate and also a Law Graduate. He did Masters in Commerce and also Masters in Economics. He has been a meritorious student and has been recipient of merit scholarships. He is a recipient of silver medal for securing second rank in University in Law general examination. He has worked with Government of India. He has also practised Law. He was Chief Executive Officer of VSE Stock Services Limited and was also Member on its Board. He has been Officiating Managing Director of Vadodara Stock Exchange. He was Chairman, Vadodara Chapter of ICSI in the year 2004. Mr. Dixit has been Director (Discipline) ICSI.

He is an avid Reader and has passion for Studying Vedic Scriptures and literature, literature on ethics, Governance and Ancient Management practices and written articles on it. Capital Markets is his area of interest and has addressed many Seminars / Programmes on the same. He is regularly addressing Seminars, Conferences and Programmes across the Country on ethics and Code of Conduct for Company Secretaries. He has participated in National / International Conferences on Corporate Governance.


Mr. Anil Khaitan,
(Independent Director)

Mr. Anil Kumar Khaitan, aged around 62 years, is an MBA from IMI, Geneva in the year 1981 and has more than forty one years of diversified business experience relating to Jute Industry, Paper Industry, Pharmaceutical Industry, Copper & Steel Industry etc.

He is President, PHD Chamber of Commerce and Industry. He is Chairman and Managing Director on the Board of Sunil Healthcare Limited, Director on the Board of Nada Vibronics Private Limited.


Mr.Ashok Kumar Pavadia (Independent Director)

Mr. Ashok Kumar Pavadia, is a former (retd.) Additional Secretary to the Government of India. An alumnus of the University of London (LSE) and the University of Delhi, he majored in Political Science, Law, Public Policy and Management with two Bachelor degrees, two Master degrees and a Post-Graduate Diploma. He started his career as a Lecturer in the Department of Political Science, University of Delhi. He later joined the Indian bureaucracy and in his career spanning over three decades served in senior administrative positions in over half a dozen Ministries in the Government of India.

A leading expert in Public Policy, Corporate Governance, CSR and Sustainable Development, he is the author of the Department of Public Enterprises Guidelines on “CSR and Sustainability” for Public Sector enterprises. He has served on the Governmental Advisory Board of the Global Reporting Initiative (Amsterdam). He has also been on the Governing Council of the Institute of Public Enterprise (Hyderabad).

He is frequently invited by foreign Governments, UN agencies, reputed Universities, leading corporations, NGOs, private organizations and trade and industry associations to benefit from his expertise in CSR and Sustainable Development. He has addressed more than a hundred conferences/ seminars in India and abroad.


Mr. Manish Baid,
(Independent Director)

Mr. Manish Baid, is co-founder of investment banking firm LibGem Solutions which is practicing in the area of Private Equity, M&A, Debt Syndication and International JVs. This company has been operational for 12 years and has successfully concluded many transactions in all areas of service.

LibGem has been working across North India and across sectors from manufacturing to services. The various segments served include automotive ancillary, consumer durables, lighting, electrical, electronics, pharmaceuticals, infrastructure, IT Services, Ecommerce, etc. Most of the clients of the company are mid-market companies. Prior to founding his own venture, Manish has worked in large organization in various senior level positions including running manufacturing operations. He was CFO of Su-Kam Power Systems Limited and had earlier worked in Anand Group, an auto component conglomerate, in various capacities. He has also run manufacturing operations in Anand Group for their Joint Ventures. His last assignment at Anand Group was a Corporate Controller in their Corporate Office.

Over the last twelve years, Manish is now well connected with most of the industry leaders and has been an active participant at various industry forums to present views on emerging issues. Manish is also invited as guest speaker at training institutes.

Manish is member of the Institute of Company Secretaries of India and the Institute of Chartered Accountants of India. In addition, he has passed the final exams of Chartered Institute of Management Accountants, London as well as CFA from ICFAI, Hyderabad.


Dr. Prasant Sarangi,
CEO (Designate)

Dr. Prasant Sarangi has received his M.A., M.Phil and Ph.D degree in Economics from Berhampur University and MBA degree from BPUT, Rourkela. He was awarded B.A. (Eco-Hons) securing First position (Gold Medalist) and M.A. (Eco.) securing First position in order of merit. He had received National Scholarship from Ministry of HRD, GoI and also awarded Best Graduate and a number of memorial awards by Universities and other academic organizations from time-to-time.

He consistently had a brilliant academic career and has so far published more than 54 research based papers in several journals of national and international repute in the areas of Business and Finance Forecasting, Data Modeling and Statistical Analysis etc.

Dr. Sarangi has the credit of authoring three books titled ‘Research Methodology’, ‘Consumption, Poverty and Inequality’, and he was also one of the editors of the book titled ‘Innovations in Management Science ’. The book ‘Research Methodology’ published by Taxmann Publications is one of the most popular and widely circulated books. He has also been associated with a number of reputed professional bodies in India from time-to-time. He has served as faculty in senior grades for several years and shouldered responsibilities as a team member of top management in various academic institutions as well.
